Carol E. Clarke, the new Chief Executive Officer of Neighborhood Housing Services of Birmingham (NHSB), is a community leader of longstanding. After spending her early career in energy engineering, she returned home to Birmingham to work as a consultant assigned to the Birmingham Mayor’s Office to manage the Birmingham Olympic Program. She later served in Birmingham city government during the Bernard Kincaid administration — first as Director of Capital Projects and ending as Director of Economic Development. A call from Regions Bank led to the banking industry phase of her career – first serving as Supplier Diversity Manager then as head of the Regions Financial Education Institute. She also served briefly as CRA Manager for IBERIABANK.
While most recently serving as general manager of Southside Development Company, Clarke led the planning and predevelopment phases of the Southtown Court redevelopment. This 22-acre development initiative is a public-private partnership — one of the largest in the area. Southside Development Company is a consortium of commercial developers that formed specifically to serve as developer partner to the Housing Authority of the Birmingham District for the Southtown Redevelopment.
A community volunteer throughout her adult life, Ms. Clarke currently serves on local and national boards, committees, and initiatives. Among Clarke’s many awards and honors are recognition by the metro-Birmingham chapter of the NAACP in 2012 as an Outstanding African American; inclusion in the 2014 cohort ofal.com’s Women Who Make a Difference; and recognition by Positive Maturity as one of Birmingham’s Top 50 Over 50.
